Amazon builds its own gas plant in Texas for AI data center, potentially the largest climate polluter in the US

Amazon is financing a brand-new gas plant in Pecos County, West Texas, to supply power to a dedicated AI data center campus outside the public electricity grid. The project, developed by Pacifico Energy at the so-called GW Ranch site, could, once completed, rank among the largest industrial sources of greenhouse gases in the United States.

Amazon confirmed the purchase of the GW Ranch site and the plans for the plant on 7 August 2026. The New York Times reported on the project one day later. Market intelligence firm Cleanview had already identified the plans based on satellite imagery, followed by newsletter Distilled. In early August, Amazon submitted three construction permits to the state of Texas for data center buildings on the site.

The campus covers approximately 8,400 acres along Highway 18, about 27 kilometres north of Fort Stockton. The plant received a permit from the state of Texas in January 2026. Site preparation had already begun in July. First power delivery is scheduled for the first quarter of 2027.

Plant with 35 turbines off the public grid

The gas plant is expected to be equipped with 35 turbines. By connecting the plant directly to its own data center campus, Amazon bypasses dependence on the existing Texas electricity grid. The public grid in many parts of the US is struggling to keep up with rapidly rising power demand from AI applications, and new construction projects sometimes face waits of years for a grid connection.

An off-grid setup gives Amazon certainty over available capacity and timelines, but also means the plant will run entirely on natural gas with no offset through renewable energy on the grid. Amazon spokesperson Margaret Callahan did not provide a substantive response to the question of how this project fits within the company's climate commitments.

Tension with the 2019 climate pledge

Amazon was a co-founder of The Climate Pledge in 2019, an initiative aimed at achieving net-zero CO2 emissions by 2040, ten years ahead of the Paris Agreement's requirements. The construction of a large, independently operating gas plant raises the question of how the company intends to fulfil this commitment while simultaneously making heavy investments in fossil fuel power infrastructure.

CEO Andy Jassy indicated that Amazon expects to spend approximately $200 billion on capital investments in 2026, with the largest share earmarked for AI infrastructure. Amazon has so far made no concrete statements on how the gas plant in Texas relates to its 2040 climate targets.

Amazon not the only tech giant investing in natural gas

Amazon is not alone in this approach. Microsoft, Google and Meta have also made significant investments in natural gas plants in 2026 to power their growing data center campuses. The four companies operate in a market where demand for AI computing capacity is rising rapidly and available grid capacity is falling short in many locations.

Building their own power generation is a way for large tech companies to sidestep the uncertainties surrounding grid connections, but it simultaneously leads to an increase in direct emissions that cannot easily be offset through the purchase of green energy certificates or renewable projects elsewhere.

Political responses in Texas and New York

The news coincides with increased political attention to the impact of data centers on energy grids and climate targets. Texas Governor Greg Abbott ordered audits on 8 August of data center projects that are connected to the grid, in order to map the burden on the Texas electricity network.

In New York State, the government decided in July 2026 to temporarily halt the construction of all new data centers. The state wants to first assess what further data center construction means for the regional energy supply and its own climate targets. The two states are thus taking opposing approaches: Texas facilitates large-scale development and asks questions afterwards, while New York pauses to establish a framework first.

For European and Dutch policymakers, the situation in Texas and New York is illustrative of a broader trade-off. AI data centers attract large investments and create infrastructure, but they also require an explicit position on how much additional energy consumption and emissions can be accepted in return. The Netherlands and other EU countries are grappling with similar questions, as major tech companies are also exploring locations for data centers and associated power infrastructure here.
