Polpo expands political monitoring to more than 300 municipalities, all provinces and water authorities

Amsterdam-based company Polpo expanded its political monitoring platform on 15 June 2026 to cover more than 300 Dutch municipalities, all provinces and all water authorities. This allows public affairs professionals to follow local and regional government layers through the platform, in addition to the national and European politics that had already been covered for some time.

Polpo was founded in 2017 and focuses on real-time monitoring of political developments, aimed at organisations that want to actively track their public affairs. Until now, the platform's emphasis was on the national parliament and European institutions. With the announcement of 15 June, the company extends that coverage to the full range of Dutch administrative layers.

The Netherlands has 342 municipalities, 12 provinces and 21 water authorities. The expansion means that Polpo users can in principle monitor all formal political meetings, motions and decisions across all those levels through a single environment.

What the platform does

Polpo offers organisations an automated way to track political agendas, meeting documents and decisions. The system flags relevant developments based on search terms, topics or institutions configured by the user. The underlying technology combines AI-driven text analysis with data sources from official government information systems.

For public affairs teams at companies, trade associations, NGOs and consultancies, keeping track of political developments is labour-intensive work, particularly when multiple administrative layers are simultaneously relevant. An energy company, for example, may be affected by decisions at municipal level on permits, at provincial level on spatial planning and at national level on legislation. Polpo positions itself as a way to maintain that overview in an automated manner.

With the addition of municipalities, provinces and water authorities, the geographical and administrative scope of the monitoring becomes considerably broader. As an administrative layer, water authorities are less visible to many organisations than municipalities or provinces, yet they play a direct role in areas such as water management, climate adaptation and spatial planning.

Local politics as a growing area of focus

The expansion to the local and regional level aligns with a broader trend in which organisations pay greater attention to decentralised government. Municipalities and provinces have gained more responsibilities in recent years in areas such as healthcare, housing and energy, making decision-making at those levels more directly relevant to many sectors.

At the same time, local politics can be difficult for outsiders to follow. Municipal councils meet frequently, documents are scattered across hundreds of individual websites and there is no central portal where all information comes together. Automated monitoring can serve a practical function in this regard, although the quality depends heavily on how complete and machine-readable the source data provided by municipalities is, which varies considerably from one municipality to another.

In its announcement, Polpo provides no details about the technical approach per administrative layer or about any limitations in coverage per municipality. It is not known whether all more than 300 municipalities are supported to the same degree or whether differences exist in the depth of monitoring.

Market position

Polpo operates in a niche that is also attracting attention internationally: the automated unlocking of government information for professional users. In the Netherlands, there are few direct competitors offering a comparably broad range covering all administrative layers simultaneously. There are, however, specialised providers for specific levels or for parliamentary monitoring in other countries.

The company falls under the legal tech, regtech and AI categories and is based in Amsterdam. The combination of legal-administrative content with AI-driven processing is characteristic of a group of startups and scale-ups seeking to make government information more accessible to professionals. Within that space, Polpo focuses specifically on the political dimension, rather than on procurement or regulation in a broader sense.

Polpo has not released any public information on funding, client base or revenue in connection with this announcement. The platform expansion is therefore, for the time being, primarily a product and service extension, the commercial impact of which will become apparent over time.

For the Dutch public affairs sector, and for other regtech providers focused on government information, this step illustrates that demand for automated monitoring is increasingly extending from the national to the decentralised level. As more organisations direct their policy work towards municipalities and water authorities as well, the need for tools that systematically track that information is growing. Whether and how quickly that market develops will depend in part on the extent to which local governments make their data available in a standardised and machine-readable way.
